Regional Heads’ Budget Savings During Oil Shortage

KN-JAVA, Several regional heads have begun implementing various budget savings measures in anticipation of dwindling fuel reserves due to the Iran-Israel war. Iran’s blockade of the Strait of Hormuz disrupted 20 percent of the world’s oil supply. As a result, fuel stocks in many countries are running low. Indonesia’s fuel stocks are only enough for 21 days, far below Japan’s 254 days.

Banyumas Regent Sadewo Tri Lastiono, for example, has reduced the number of vehicles accompanying him on official trips. Sadewo also instructed all his staff to implement a carpooling system, or sharing vehicles, whenever traveling to the same location. This policy is implemented to conserve fuel. Without additional supplies from the central government, Sadewo estimates that Banyumas’ fuel reserves will only last for one month.

Bojonegoro Regent Setyo Wahono also issued a circular regarding the implementation of budget efficiency and a positive, active lifestyle within the Bojonegoro Regency Government. The decree encourages civil servants (ASN) to participate in the bike-to-work program, subject to several conditions. Civil servants who live less than 7 kilometers from the office are required to use bicycles. Those who live 7-15 kilometers away are encouraged to use a combination of bicycles and other modes of transportation.

Malang Mayor Wahyu Hidayat stated that the local government encourages civil servants to use environmentally friendly transportation every Friday. For civil servants who do not own bicycles, the Malang City Government provides alternative public transportation options. One such option is the TransJatim bus service that passes through Malang City Hall.

Cycling to work to save fuel has also been adopted by several other regions, such as Bangkalan, Banyuwangi, Sumenep, Mojokerto, and Mataram, West Nusa Tenggara. Mataram City Regional Secretary Lalu Alwan Basri stated that his institution will not implement a work-from-home (WFH) system. Instead, all employees are required to use bicycles for daily transportation. The Mataram City Government has even cut fuel costs for official vehicles by 50 percent by 2026. “This policy requires structural officials, from echelon II, III, to IV, to use bicycles,” said Lalu Alwan, as quoted by Antara on Saturday, March 28, 2026.

Central Java Governor Ahmad Luthfi has mandated that all civil servants (ASN) and private sector workers in Central Java use public transportation or bicycles to commute to work. He will also implement a work-from-home (WFH) system one day a week, on Thursdays, for both ASN and private sector employees.

Furthermore, Luthfi has requested that all industrial companies, including kitchens providing the Free Nutritious Meals (MBG) program, use solar panels, as well as compressed natural gas, to meet their electricity and gas needs.

The former Central Java Regional Police Chief stated that energy conservation policies in Central Java are still being reviewed. This policy will take effect once the central government issues fuel efficiency instructions. “But we’ve made preparations,” said Luthfi when contacted on Sunday, March 29, 2026.

East Java Governor Khofifah Indar Parawansa issued a circular regarding the flexible work policy for civil servants through WFH. The WFH implementation, signed on March 28, 2026, is scheduled to take place from today, Monday, March 30, to June 1, 2026.
