KN-DOGOYAI, Frits Ramandey, Head of the Papua Regional Representative Office of the National Human Rights Commission (Komnas HAM), stated that the National Human Rights Commission is investigating the murder of five civilians and a police officer in Moanemani, Dogiyai Regency, Central Papua Province. Initial information received by Komnas HAM indicates that the killing of the civilians was triggered by the death of a police officer in Moanemani, Juventus Edowai. Frits and a special Komnas HAM Papua team will go to the field to investigate the chronology of the incident, including the number of casualties and property losses. Meanwhile, the Central Papua Regional Police have deployed 80 Mobile Brigade personnel, and investigators will conduct a crime scene investigation and identify the victims.
The Indonesian National Police Headquarters has deployed 148 joint personnel to Dogiyai. They consisted of 100 Brimob personnel, 10 from the Intelligence and Security Agency, and 20 from the Criminal Investigation Agency, as stated by Brigadier General Trunoyudo Wisnu Andiko, Head of the Public Information Bureau of the National Police Public Relations Division.
The bloody incident in Moanemani began with the death of Second Police Brigadier Joventus Edowai, whose body was found in the Ebenezer Church ditch at 9:10 a.m. WIT on Tuesday, March 31, 2026. Joventus was murdered by an unknown assailant.
Subsequently, Joventus’ colleagues from the Dogiyai City Police Resort went to the scene to identify the perpetrators of the murder. Police searched and attacked civilians near the scene and several other locations in Moanemani. The incident, suspected to be an act of police revenge, resulted in the deaths of five civilians from gunshot wounds.
Previously, the OPM group shot dead the pilot and co-pilot of a Smart Air plane after the plane landed at Karowai Airport, Boven Digoel Regency, South Papua, on February 11, 2026. OPM militia also attacked an Indonesian National Armed Forces (TNI) military post in Sori Village, South Aifat District, Maybrat Regency, Southwest Papua, on March 22, 2026.
The Papua National Human Rights Commission recorded 115 cases of violence throughout 2025, resulting in 130 deaths and 88 injuries. The majority of the fatalities were civilians, at 75. The remainder were security forces and TPNPB-OPM militia.
